Booting to Command line and keyboard and mouse are not responding

HI! I am hoping someone can help me out. My wife rebooted my computer last night because of an internet issue. When the computer restarted it went to command line logonUI.exe, and the mouse and keyboard wont respond. I detatched the mouse and keyboard from a switch we use to go between her work computer and our personal computer but no help. They do work on boot and I can get into the UEFI. I am attatching an image I borrowed from the forum so it is clear the screen I am getting. Thanks in advance for any info that might help get this cleaned up.

    1) Find a flash drive that you can format ( > or = 8 GB)

    2) On a working computer create a bootable windows 10 iso:
    Download Windows 10
Download Windows 10 ISO File | Tutorials

    3) Insert the bootable windows 10 iso into any USB port
    4) Power on the computer and repetitively click the applicable F key to boot to the external USB HD.
List of PC brands with their corresponding hot-keys
    5) If it is a custom computer then temporarily modify the BIOS boot order so that the external USB HD is on top
    6) It may take 5 - 10 minutes for the iso to load while viewing the Microsoft Windows icon
    7) Select language, time, currency, and keyboard or click next
    8) In the left lower corner click repair your computer
    9) Click troubleshoot
    10) Click system restore
Start with the oldest restore point and keep repeating up to the most recent restore point
If system restore fails or if there are no restore points then click command prompt.
This should open a black box with title bar: Administrator: X:\Windows\system32\cmd.exe and prompt: X:\windows>

Use a camera or smartphone camera to take pictures and post images into the thread using share links (one drive, drop box, or google drive)
    Type:

    bcdedit | find "osdevice"

(Note the partition drive letter displayed in the result)

    dism /image:T:\ /cleanup-image /revertpendingactions

(Change the drive letters: T: to the partition drive letter displayed in the earlier step.)

(reboot after the command completes and check the status of the problem)

    sfc /scannow /offbootdir=T:\ /offwindir=T:\windows

(Change the drive letters: T: to the partition drive letter displayed in the earlier step.)
(This command may take a while to run.)
(reboot after the command completes and check the status of the problem)

So when I tried to do a system restore it said I needed to restart and select my OS. I didn't get any option to make that selection. So I tried the command line option, but when I went to get the osdevice it doesn't give me any kind of list. I pauses like it is processing the command but then just gives me a new command line.

Please use a camera or smartphone to take pictures and post images into the thread for the commands and results using share links (one drive, drop box, or google drive)

If necessary would a reset save files equivalent (reinstall drivers and applications) be a viable fix?
If necessary would a reset remove files equivalent (delete files, reinstall drivers, and applications) be a viable fix?

If necessary here is Kyhi's Recovery Disk. This should allow you to boot and copy data files off.

Do you have a second keyboard that you can use and are you using a USB2.0 port on motherboard? (Yes I saw it works in BIOS)

Ok here are pictures of the commands and system restore message (apologies for my command line typos).

I have tried the keyboard in USB 2.0 and 3.0 ports, and in ports on the motherboard and case. I have not tried a second keyboard yet.

    C:\WINDOWS\system32>bcdedit | find "osdevice"
    osdevice partition=C:
The above is an example: make sure there is a sace between e and | and a space between | and f

    C:\WINDOWS\system32>

Type these commands and post images of the results:

    bcdedit /enum
    bcedit | find "osdevice"
    c:
    dir
    d:
    dir
    e:
    dir
    diskpart
    list disk
    list volume
    select disk 0
    detail disk
    list partition
    select partition 1
    detail partition
    select partition 2
    detail partition
    select partition 3
    detail partition
    select partition 4
    detail partition
    select disk 1
    detail disk
    list partition
    exit

If you need to backup files they can be backed up using
Kyhi boot rescue: Windows 10 Recovery Tools - Bootable Rescue Disk - Windows 10 Forums
Ubuntu: Create a bootable USB stick on Windows | Ubuntu tutorials

Using Kyhi boot rescue you can:
Copy and paste files and folders to another drive, make a backup image, check the operating system, check the drive, etc.

Another option is to perform a reset save files equivalent (reinstall drivers and applications)
