This symptom usually implies you need an upgrade at Graphics driver. Make sure you have Intel (or whatever) under Display Adapters in Device Manager. If you see Microsoft Basic Display Adapter, then this explains the issue. Update your drivers.
Thanks, spapakons. I updated the Intel graphics driver, but the Adjust Screen Brightness slider in Power Options is still missing. However, I can adjust brightness with the Function keys, and I can deal with that. Thanks again.
