Computer severely underperforming - consistent lagging/fps drops. HW?

I ran memtest86 tonight and got thru 2 passes with no errors, however, whenever I manually ran test #11/11 I would get this repeating error that would just go on forever... Could my RAM be damaged? I should note I have it set to OC at 3000mhz

p.s. forgive my insolence, I can't get the image to display right side up in the forums (can in windows)

Additional notes for my ongoing quest to figure this out -

    UserBenchmarks: Game 79%, Desk 67%, Work 43%

    Model Bench
    CPU Intel Core i5-6600K 72.3%
    GPU Nvidia GTX 1070 86%
SSD SanDisk Ultra II 480GB 56.9%
HDD Seagate Desktop SSHD 1TB 92.3%
    RAM G.SKILL F4 DDR4 3000 C15 2x8GB 89.6%
    MBD Gigabyte Z170X-GAMING 3
Performing way below expectations (15th percentile)

Performing way below expectations (7th percentile)

Performing way below expectations (3rd percentile)

it's worth noting none of the components really seem to hit max utilization while gaming. For instance League of Legends runs at about 30% utilization on cpu/gpu while providing FPS spiking between 60-110. This has not always been the case, as the computer has previously been much faster in nearly ever game and task. (About 2 years old)

Could the fact that the SSD is underperforming as well as the RAM,CPU, and GPU be a MOBO/PSU problem? Or is this a driver problem - in which case should I try a fresh windows install?

    Hi Puttputt7

Have you tried removing overclock on memory, do you still get error?

Have you tested each stick on its own? Overclocked / no overclock

Have you made any changes recently that may be influencing this, new BIOS, security package or OS version?

Have you run chkdsk on your storage volumes.

Always reseat the RAM modules and swap them. Make sure you note which module was were by tagging them as 1, 2, 3, 4, for what slot they originally went into. Run the long test to bench test it. If no errors, do not worry. I would reseat them and make sure no debris is in the slots.
