USB 3.0 ext hd's crazy slow

So Upgraded (clean full install, of Win 10 Pro x64.
I have ext USB 3.0 drives, regular SATA III drives and pretty new. In win 8.1 they were lightning fast. Now in win 10 Pro they are so slow that sometimes the cursor just has a spinning fit. Thats just right clicking on it for info.
What is going on?
I have searched the web and none of the issues sounded similar to mine and none of the solutions helped. It takes forever for the icons to populate also...I mean forever. Was never like this. These are usb 3.0 external enclosures with Seagate and WD Black HDs? Like I said-Lightning fast in Win 8.1x64

I wasn't going to. Still trying to sort it out. Just changing that setting in your first tip seems to have sorted things out, I think. I have a new external USB 3.1 gen 2 dock coming on Monday so I am going to wait until I get that to dig deeper. But, like I said, just changing that #1 tip made a huge difference. I guess your saw my specs. My PC is super fast and tip top. I always build my own. I was a MS Tech for many years but back in the Win xp and win server 2000 days so not a whole lot carries over. well, except common sense and the basics. I am new to Win 10. Hated it for a month then kind of got to like it.
When I see how things are Monday I will take a look at your other points. Almost forgot, I already had the intel stuff installed but it's disabled. Gave me hell with UEFI bios and the new hardware. Really didn't need it.
I have an nvme m.2 Samsung evo 970 also, for samples (DAW audio guy here).

yes they do actually , you cant really tell if the slow write on the external hdd is due to slow read from internal drive due to incompatible RST driver or could it be the usb ports not performing at optimum due to bad chipset drivers so I wonder why you freaked out the op from doing those simple tasks .

Something in my research when I built and started tweaking my new machine and win 10 pro prompted me to turn off Intel RST. Wish I could remember what it was. I will try to find it again because it made sense when I read it. Like I said I have it installed (RST) just disabled.
I'll try enabling it. I do have the newest drivers for it from Asus MB site.

OK so iirc the issue with Intel RST was\is ACHI mode in bios.
Samsung Magician(newest version) says ACHI is deactivated on OS drive Samsung Evo 850 SSD?
ACHI drivers are present and active in device manager. ACHI IS set in bios and activated.

Getting confused with all of this back and forth. I do have intel RST enabled also atm. After checking the bios for ACHI or IDe I got a BIInitlaizatation failed error. rebooted and all was fine. But I never change anything in the BIOS but I DID activate Intel RST?

So should i just ignore what Samsung Utilities is reporting? Yes PC is running fine now but not really sure Intel RST made any difference at all. Like I previously stated, changing System > Hardware > Device Installation Settings > No > Save Changes made the ext drives react much, much faster.

RST driver by manufacturer insures instating the optimum data rates (Read/Write) for your Sata 3 bus . I just want you to make sure it installed correctly then you can ignore any other blah tool complaining .

Head to System > Device Manager > IDE ATA/ATAPI Controllers > (Bus controller name here) > Double Click > Driver > (Check to see if driver version matches the one of your manufacturer)

What really concerns is the driver being installed , if you are talking about the tray icon then yea you can disable that later if it bothers you .

It is Intel 300 series Chipset Family SATA ACHI Controller and also their is a Standard SATA ACHI Controller. I am guessing their should only be the 300 series Intel controller. Is this correct?
