Well, I can't get it to stay on long enough to boot from anything, so that's out of the question. I'll have to pick up a new PSU when I get paid, and hope that's the only issue.

As I suggested above, you can try booting just to the BIOS. It can't be overheating if it shuts down then, nor anything to do with the disk.
You could ask a friend to help with creating the disk - e.g. Kyhi's, from the top of the Software and Apps section here, if you've no other access to a PC, for example.
Clearly if it is- as is likely- a basic hardware problem, nothing we can do can really help.
Yeah, the PSU isn't the culprit. Likely an issue with another component, in this case, probably the motherboard.
