Not having a Dell is there a way to stop notification or have it ignored?
It's an advantage to use the Intel IRST driver but note the IRST utility isn't really needed. My Dell laptop has the Intel SATA driver iaStorA.sys which is reputed to be faster than the standard MS driver e.g.

In your case I would firstly uninstall anything related to IRST and reboot. Then install the chipset and IRST driver of choice based on advice from the above web site. I never bother using the Dell bloatware to automatically install software. You can uninstall the IRST utility if one was installed and it should leave behind the IRST driver as mentioned above.
