Which driver are you installing? Try going into Safe Mode, disable Bluetooth from Device Manager. This will allow you to start Windows in normal mode without the blue screen. Then try installing latest official drivers from laptop's support site, not Windows Update drivers! If the issue persist, then it is some incompatibility. I use an HP server at work and its LAN card worked fine in Windows 7 but doesn't work at Windows 10 and I use a USB to Ethernet adapter. But I hope this is a rare case. Try proper drivers again.
It would seem you are not the only one with this issue and 1809, the advice is to go back to 1803 until Intel work out why some 4th gen. cards are no longer working in 1809. I searched on your Intel® HD Graphics 4400 and 1809 and found some others with issues like you too.

1809 initially had issues with the Intel Audio Driver that comes with the Intel Graphics drivers too , so Microsoft blocked installing 1809 via WU in those cases.
For all Intel processor products:
If you plan to upgrade to Windows 10 October 2018 Update, we strongly recommend that before upgrading, you have Intel® Graphics Driver version 24.20.100.6286 or newer installed on your computer. The reason is that during the upgrade, it will check to see if your computer has Intel® Display Audio Driver versions 10.25.0.3 through 10.25.0.8 installed. If installed, Windows 10 (version 1809) upgrade may be blocked due to issues seen with these drivers. Intel Graphics Driver version 24.20.100.6286 is bundled with Intel Display Audio Driver version 10.25.0.10.
this driver is supposed to work according to a tweet by intel but as you can see in the second link some has the same issue as you....

When you check other versions of Windows see if this modification makes any impact on the performance of the Intel GPU drivers.
Version 1607 worked properly for 26 hours 20 minutes. Then, it crashed my PC for the first time. The same malfunction happened at 10:11 today.
