You're specs say you have a Toshiba Satellite C55T-A. According to Toshiba's 'User's Guide for Satellite/Satellite Pro C40 C50 C70 - A Series' available here...

I guess I don't understand. I'm on 1903 and if I want to disable the touchpad I go to Settings, All Settings, Devices, Touchpad and the option is there. Also to disable the touchpad if a mouse is detected is also on that page.
I'm using a Dell XPS 15 9560 with latest drivers.

Mouse/Touchpad settings exhibit a wider variety of where to find their settings than almost almost any other device, making it very difficult to offer general advice. It's always been his way as far back as I can remember (which goes back to Windows 3.1)
What you see in Settings for the Touchpad is highly dependent on make and model of PC, capabilities of the touchpad driver, and whether your Windows was an OEM install (with all the OEM customisation) or a 'plain-vanilla' Microsoft install.
My Toshiba in my specs below has a Synaptics touchpad, that option is only found in the control panel's Mouse Properties on the Device Settings tab.
My Dell Lattitude E7440 on the other hand had a clean install using Microsoft install media. It also has no such option in Settings, but the MS installed Dell touchpad driver included a 'Dell Pointing Devices' app where that option is available.
I suspect that your option in Settings > Devices > Touchpad is a Dell-specific custom addition to their OEM pre-installed Windows.

The XPS 15 uses the Microsoft Precision Touchpad drivers. Maybe that's the difference. I did find a couple of articles on the Precision vs non precision drivers that contain a lot of info. I found one on the How-To Geek site that showed how to install the Precision drivers on some laptops even if they weren't certified by Microsoft.

The Settings GUI options to disable touchpads whether simply turning them off or when a USB mouse is connected that some may see simply may not be present for all.
Thanks for all the comments. Most of the screen shots that you included, I did not find when I was trying to conquer this beast and I've been into all the sections that y'all referenced. It does seem to be laptop specific.
I have an HP laptop and unfortunately an HP printer. Even though they are reasonably priced, I doubt that I will ever buy another HP product. It has been a continuing string of problems, mostly with the printer but certainly not all. The Touchpad being a prime example. The printer problems are continual, even to this day. I'm taking a mental health break from it at the moment. And the HP Help Site should be named the Helpless Site. They gave me the same resolution steps for the Touchpad that they gave me for my printer problems. It looked like it had been copied word for word out of some book somewhere. How funny is that? Wow!

It's all way over my head. I guess I'm lucky that I got a combination that works. Also, I think I'll avoid HP printers after seeing all the problems they have. I've got one that is pretty goofy but I've figured out how to work with it.
