It use to show up as 16.0 ram but now it shows up as a max of 14.1? I've also had weird PC issues like my games force closing, my browser tabs crashing instantly. I ran several virus scans and nothing was foujnd. I updated all my drivers etc..

It is reserving some RAM for some reason. Look in your Bios.

    "Missing" memory is right there:

    Most probably used by IGPU.

What reason is it using it for? Is it automatic? Manually? How can I change it or see whats it reserving it for

If it's IGPU, than you have to lower it's amount in BIOS. If you are using IGPU instead of dedicated GPU that may lower it's performance.

Look in the Bios. For some reason the IGPU is still enabled and being able to use that RAM.
