USB pendrive used by other process ?

Quite a while now, when I try to make a bootable USB drive by using 3rd party programs like Rufus I get this:

Can't find who or what is holding rights to it. I can do anything else to it, format it, delete files, write files, modify but to make it bootable, no chance.

You get this sometimes if file explorer is open.

Nope, it isn't at those times. Same in safe mode. I can make any Linux.

I just had a 32GB Thumb drive fail during creation of the bootable Win10 setup, even Linux with GPARTED couldn't read it correctly. Good thing for sales, only cost $6.99.

Failing wouldn't be a problem, I have whole bunch of them. It also can't be a failure with so many of them at once, also they work fine otherwise. I just used MCT to make a boot usb with new 1809 and it worked no problem.

Yes, last MR but it's something wrong with my Skippy build, On regular, latest 1809-17763.134 it works OK.
