Trouble with powering up computer

There was a bit of a storm going on at the time of this post where I live, so I did a full shutdown, turned off the power strip and unplugged the strip from the wall; it calmed down, so I plugged everything back in, and expected no problems powering up (never had any except one particular moment that needed a motherboard replacement, but that was for my last computer), but the computer's power icon kept flashing amber in a steady beat, with a beep sound every 3 seconds, solved it by forcing a shutdown then pressing the button under the power supply indicator light.

looking at here and here, im at a bit of a loss, but does this mean there's a problem with the PSU unit in my computer? would like help in understanding this so I don't need to over-worry about it

Does it still continue to misbehave everytime you shutdown or is it now starting up normally?

I did like I did in my first post, full shutdown, unplugged the power cord from the desktop, turned off and unplugged the power strip, went to sleep, woke up, put everything back together again, and powered it all up, and it still happened

this time, it was 5 beeps; I once again solved this by forcing a shutdown, unplugged the power, held the power button to drain residual power, waited 10 seconds and plugged it back in, then holding the button under the PSU indicator light. ill take a snapshot of the bios settings,a maybe follow the steps to reseat the cmos batterry.

I've disconnected the power to my computer multiple times, did so safely, and what is happening here scares me

so if the problem does lie with the coin-cell battery, I should replace it? OR should I try reseating it first before I get another? Also, this battery, its like any other I can pick up in a hardware store, right? Nothing special about it?

also, just finished the long-test mode of the in-built dell diagnostics, and it says green all across the board. Here's a zippyshare link to a private upload of some snapshots I made of my bios settings if that helps

to be sure about this, when I reseat or remove the battery, it resets the BIOS settings back to default, meaning ill have to re-enable alot of options, set the boot order of my drives back to normal, and save the changes. But some say doing this will turn off usb support, meaning ill need to use a PS/2 port instead (which I don't); by default, does it really mean as it was set when I first got it, or not?

ill reseat the coin-cell battery then, reply back if it worked or if I had to replace it; I got a DL2032 duracell battery that also works as a CR2032 (had the code on the top left of the back of the packaging)

So I took out the old coin-cell battery, intending to reseat it after following the steps outlined by dell, but after taking a look at the bottom-edges of it, I decided otherwise. I could be wrong, but I saw what looked like the beginnings of battery corrosion on the bottom edges of the battery. Around where I circled it (stock image from online)


I didn't want to take any bad-chance, and I put in the new battery, booted up the computer, re-configured the BIOS settings (which was easy, but can't change the clock under the service tag in the bios main menu), and everything is green

I got 2 questions before I marked this as solved: If I have to re-install windows 10 because of a hard drive failure or getting a new SSD, will what I did affect the digital license activation of windows 10, forcing me to enter the product key manually? And the clock under the service tag in the BIOS main menu, can that be changed to accurately reflect the current time, or is that only affected when I flash a BIOS update?
