USB drive won't safely remove but other drives do.

Very frustrating. My portable hard drive won't safely remove but other thumb drives do remove safely.
Tried all sorts of tips, non work so far. The drives that can't be removed show up and can be used but the activity light on the drive just constantly pulsates in a rhythm, not like it's reading or writing.
switching to another usb port the problem remains.
I don't have the problem with the same drives on my other pc.
I have reinstalled usb bus controllers, didn't work either. Downloaded latest chipset.
Anyone got any ideas please.

Thanks for your feedback Eagle, yes it's enabled but the drive is not working normally, the activity light won't stop flashing, there is definately some issue with the usb.

After 3 attempts of help from Microsoft techies online which included rolling back to a previous version of windows 10, none of which worked. I resorted to reinstalling my Bitdefender anti virus. Bitdefender found the culprit affection the problem, deleted it, problem solved.
Microsoft had me running around in circles. Glads it's solved.
