Please post images of all test results into the thread.

The memory dump link displayed error 404 file not found.
This info when copy and pasted into the Toshiba website displayed:

    satellite l500d pslk0a-00r009

The part number was posted in the OP and the earlier thread.

For the Toshiba website the serial number is needed.

There are no direct tests for the motherboard.
The memtest may provide information about the RAM/DIMM/Motherboard.

With bsod the hardware components need to be checked.

Please post results for the memtest and HD tests.

The aim is to not only find the problems related to the usb ports but also the bsod.
They may or may not be directly related.

    Download and install: Everything
    voidtools
Use this software to search for the above files.

    Win32ksys dump:https://mega.nz/#!LYN2lCzQ!0BPBQ7pdL...TBZTJ9mheUKAqI

Serial number of the system for the support website ( Support – Business PCs - Toshiba ):
    79174358K

Have run Windows memory diagnostic at boot time
result: The Windows Memory Diagnostic tested the computers memory and detected no errors

This system has never BSOD - only issue is no USB ports. One thing that may be of interest, when connecting a USB cable and plugging in a device like a mobile phone, it doesnt provide power to the device. I also attached a USB keyboard, rebooted into bios, the keyboard did not receive power and did not function in bios or any power during bootup either.

The Toshiba website with the serial number did not display drivers and the menu to choose the operating system displayed all.

Were you able to view drivers and BIOS?

Serial number of the system for the support website ( Support – Business PCs - Toshiba ):
    79174358K

    The website was Toshiba Europe.
    The serial number was entered.
The options for selecting the operating system were in view but the menu did not display windows 10.

What source was used to find drivers and the most up to date version of the BIOS?

The dumps displayed problems with Panda antivirus.
Uninstall Panda AV with the applicable uninstall tool:
How to uninstall Panda from the computer - Technical Support - Panda Security

Make sure that Windows defender has been turned on.
Check the USB ports to whether there is any impact on their function without this software.
Panda AV can be reinstalled after the USB port troubleshooting has been completed.

If uninstalling the Panda AV does not alter the performance of the USB ports these are the additional options:
    a) download and install Windows 10 1803 iso: (save to desktop)
    Download Windows 10
    b) perform an in place upgrade repair:
Repair Install Windows 10 with an In-place Upgrade | Windows 10 Tutorials
    c) uninstall any recent Windows updates that may have altered the function of the USB ports (trial and error)
    d) perform a system restore (look for the oldest system restore point)
    e) perform a reset save files
    f) perform a clean install
    g) contact Toshiba Australia for a website that has downloadable drivers and BIOS for the computer
