Hi flowerchild and welcome to W10F. Nice of you to start with a tip.
Sound and it's options is highly dependent on CODEC chip and it's drivers so that part from control panel is not going to look or work same with all systems and drivers. Most prevalent CODEC chip is by Realtek whose drivers usually install own control panel where you can adjust that and many other options.
If your laptop uses Realtek sound, you may want to look further developments here: Latest Realtek HD Audio Driver Version - Windows 10 Forums

Hi, the risk of doing that is possible distortion - clipping.
As to why the volume is perceived as low..that starts with the source material, and ends with the transducer (passive or powered headphones/speakers) and ultimately one's perception.
I can connect my PC to a 100W amp.. so no problem..
(not that I wind the volume up beyond gently floor vibrating bass notes- organ music or double bass...)

I may be a chick, but yes I tried everything in the book. The sound is perfectly fine through earphones,. etc, drivers were up to date etc etc. The only fade is through the speakers, and volume was barely reaching half way. And no there is no sound distortion.

Try to check advanced settings and increase Hz to e.g. 96000, especially if they are under 48000:
