Googling this and finding this issue on the Dell Forum, it appears that the USB recovery key will only work once and they don't normally issue keys for unsupported computers. The poor spelling / grammar is apparently normal.

If win7 was slp preinstalled, you don't need specific dell recovery media. You can use regular win 7 installation media. Then after it is installed, run the little program I have linked to several times.
You can d/l any drivers for that machine from Dell beforehand.
Computer/Laptop is now up and running. No detections of a failing hard drive is a good sign and a sigh of relief. Now, the fun begins with installing all of the updates.
A big thank you goes out to everyone who has helped me sort out this issue. I will be sure to give some good reputations remarks to you all. I recommend this forum to everyone each time someone has computer issues. You all are a lifesaver.

Don't forget to set up backup routines for the other computers, they likely need them.
