insufficient system resources exist to complete the api

This is driving me nuts, just what is "insufficient system resources exist to complete the api"? My PC is an i7 with 16gb ramm, the mobo is Z97 OC Formula(could it be intel usb 3.0 management?). It started up just after I put in the 5th USB hard drive, so I have 3 hubs for better power distribution, 5 USB 3.0 HDs plugged into a 7 port usb 3.0 hub and 5 devices (mouse, KB(logitechg19 with color lcd, and hub so it acts as 3 devices), hub with phone, xbox controller, and a small hub for random usb sticks)

Right now I can only have about 8-9 devices plugged in at once without an issue add another device and that device gives an api error, I unplug it and another device plug that one back in and it works fine, this is happening on all ports which leads me to think its a windows issue. Would a pcie USB 3.0 card help any? If the problem is specific to the motherboard then a USB card in theory should bypass that issue.

I've restarted, pulled all devices restarted, installed all devices one at a time nothing is work it almost feels like windose assigned the same hardware ID to a few devices and can only run one of those at a time.

I am at my witts end dealing with this.

    Hi ZippyDSMlee

Are you getting a device error code 10. Was a similar thread

Problem with chipset usb controllers error 10 at every boot

I saw this solution of deleting upper and lower filters in another site. I've never tried so I don't know risks.

Also saw a comment in passing that plugging into a hub can cause issue with some AV's. ??? Maybe disable your AV and test. I don't understand linkage.

Before doing anything to registry please ensure you have a system Image you can restore from. I normally recommend Macrium Reflect but lots of tools out there. Macrium is free, reliable and used by fellow members. Make and test boot media.

Backup and Restore with Macrium Reflect

Counting on System Restore is not recommended.

may try the filter path tonight, do you know a way to reset the hardware, when I swap motherboards it forces a first install rescan of hardware, I wonder if that would reset the filters, or at least remove them if they are not pluged in. (with my luck since its not changed it won't change it).

I wonder if anyone has made a program to remove/reset usb devices, this seems to be an issue with win10. *sigh* I may wind up reinstalling..... then again I no longer have good internet(had 100mb fiber but had tog et rid of it cost to much at 145 a month), hotspoting the phone gets me online but 2-3mb is the data rate....and windows update likes downloading 20 or so GB.... fun times.....

this is limitation of the chip set.
    read more here:
Not Enough USB Controller Resources? - Plugable

And because i have worked with many asrock haswell systems the solution is simple.
Or go in the uefi bios and disable the USB 3.0 controller and leave all the ports as usb2.0 (intel usb.3 mode disabled) or buy an USB 3 pcie controller.

Keep in mind that controller with USB 3.0 that have the vl805 chip don't work with asrock z97 motherboards.Buy a pcie usb3.0 with Renesas chip-set.

    Maybe

Windows 10 unable to detect USB pendrive except USB connection.

    or

Win 10 won't register new iPhone SE

    or

I have not used any of these. In any event my comment on a system Image stands. Have a path back to where you are.

I just want to thank the Moderators and whoever else is responsible for this forum and the fact that even though this specific thread is dated it has not been deleted/taken down.
"boombastik's" post (#4 above) was just what was needed to resolve my issue with a new computer running Windows 10 and the installation of my legacy Nikon CoolScan IV ED film scanner. KUDOOS!
