Windows 10 keeps External Hard Drive running during shut down

I switched over to Windows 10 and noticed my external hard drive stays on after shut down.
I think it has to do with Fastboot.

Is this ok or should I always eject before shutdown?

If external devices have their own power supply Windows may not be able to turn it off. I have 3 External USB HDDs and neither Windows nor Linux will turn them off, only access to them. I also have 2 portable HDDs that use only a single USB cable for both power and data and when ejected do turn off.

    One other tought
Right click your start button and go to power options and advanced power options
Expand usd see if switching those help.

Also use the right click menu power options to shut down or winkey and hit uu for shut down.

    Sorry,
I should have mentioned it was a portable drive without external power and only USB power.

It seems that the USB is outputting power even when the PC is off.

    Hi,
Yeah you'll have to look into usb suspend options or use another way to shut down like I said before.

Some computers or motherboards do have what is known as a charging port and can indeed keep devices running, best check the manual for that feature.
