i have pentium 4 and when i buy i7 can place my pentium4 hard drive disc i think sata in the new one ?
can i put 2 hdds ? and can they work together ?

You will need a new motherboard and new compatible RAM to go with the newer CPU. If the drives are both SATA you can use them internally BUT make sure you have active Windows on only one, usually SATA 0, and running before adding the second. After adding the second you could set up dual-booting but I've found it best to start from scratch/clean install to assure there's no gremlins left over from the old setup. If not wanting to dual-boot I'd delete all partitions from what would be the 2nd drive, repartition as a single partition[all drives need at least one] and format it to be able to use it for data storage.

in general, im not recommending to mix between new hardware and old hardware.
if you have windows 7 on the boot drive, most likely that it wont work and it will restart endlesly bacuse chipset on the new motherboard is totaly diffrent from your currnet motheboard.
what berton said is very corrcet. you will need to buy a new mb+ new ram witch basicly cost like a brand new computer in total.
i would recomment you in this case to buy a new computer with a new hardrive acoording to your needs
make a freash installation and transfer all your personal files from the old hdd to the new hdd

There are two things that would keep the old HDD from booting on the new i7 motherboard:
1. Legacy BIOS v. UEFI. The new motherboard is likely to be UEFI. You'll have to boot the old HDD in legacy BIOS or CSM mode. That will be a setting in the new motherboard's UEFI settings.
2. The SATA interface mode. The old computer may have been in IDE mode. The new i7 motherboard should be set to AHCI mode. To prevent boot failure, before removing the HDD from the old computer, open Device Manager and delete the entry under IDE ATA/ATAPI controllers:

normally when i put the old hdd maybe it still boot on the i7 hdd until i choose the old hdd from boot menu

i buy DELL VOSTRO 3668 I7-7700 8Go ram 1T so now i will use both (my new and old computer case ) until i see how can put the old one
