    Corrupted registry....

I have a corrupted registry, the entry for my DVD unit. If I go to the Device Manager it tells me:

Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

I have tried everything. Booting from recovery disks tell me that they cannot fix the issue and it makes no changes. I have tried CCleaner which I think is where the issue started, but that does not fix it. I have downloaded Little Registry Cleaner but that hasn't helped. I have disabled the device and rebooted so that it finds it and should load it but it doesn't help. Is there a way to rebuild the registry?

    Thanks!
    Dennis

Rather than just disable it try Uninstalling it then reboot.

When the computer is powered on what do you see and hear?
Were you able to get into the computer's windows advanced troubleshooting menu?
Were you able to use the windows advanced troubleshooting menu on a Windows 10 iso?
Which command prompt commands were used and what were the results for each?

    How old is the hardware?
When was the last time the drive was tested?

What is the status of the files on the drive?
Had important files been backed up?
Had a backup image been made?
If you needed to make a clean install would you be able to?
