In such situations I use a bootable GPARTED LiveCD [a version of Linux] or a bootable Linux LiveDVD such as Linux Mint with GPARTED as one of its programs to manage/delete/create partitions on a drive. It usually recognizes USB-attached drives. It can format several types with NTFS being the better for Windows.

Open Device Manager. Click on View > Show hidden devices. Find your external HDD in the list under Disk drives. Right-click on it and select Uninstall.

Now try plugging it in, does it still crash Windows?

If it does, have you got another PC you could try it in? The drive may have developed a fault.

As Berton says, you may be able to access the drive by booting from something else. It doesn't have to be Linux, you could try booting to Advanced Start up from Settings, from a Recovery drive or from an install USB. You could then use Diskpart from the Command Prompt to format the HDD.
