I'm wonder and this is just me typing out loud, is it possible ribbon cable could be loose?
With this tool you should be able to see if there are any buried elan drivers. You can also see if there are any other drivers like Lenovo or Synaptics installed under Human Interface

There is a small ribbon cable within your device that connects touchpad to motherboard.
In that link is a link to a software download.
click on it and download software in the zip file. Extract, run executable. It will show you third party drivers.
Could you flip you device over and provide exact model number. If not there it is in battery compartment.
Under Mice you have three different elan drivers installed.
Not sure which one you used when you said you installed the old one and it worked for a while.
I would at a minimum create an Image of your system "just in case". I use Macrium Reflect, free, reliable and member recommended.
Backup and Restore with Macrium Reflect
You could alternatively create a system restore point. (Personal opinion, I don't find it as reliable)
Then restart program as admin, option on right side of window, and then remove the two elan packages you don't want to use. I assume you also have a mouse so you can install the driver you want should it stop working.

I use ghost usually to create and restore images as its the only thing I've ever used. Would you say macrum is any better?

Do you mean to restart pc as admin and run teh Driver app you provided and use that to Uninstall the other 2 drivers?

Still couldn't find that laptop on Toshiba. Really silly with all the models and numbers. Machine has one model and web site seems to use different convention.
Looked up teardown. Not bad but not something everyone would be comfortable with.
Thinking outside box maybe make a boot disk and see how it works with touchpad. Want to really know whether this is hardware or software before even considering opening. The forum has this boot disk. If it works on boot disk then for sure it is software related.

I have removed the other drivers. Turns out the one I was using successfully was 15.8. Version., not sure what I got that from.
How can I back up that driver in case I need it
