Keyboard types double letters even after fresh install

So I had one hard drive break on me, so I switched to the hard drive from my old laptop which had this same issue, but I figured it was just the flimsy internal keyboard.

I tried to just make it all work, however it was too bloated, so I did a fresh install. Even in the Windows10 install boot it was typing extra letters (example: Thiis is me typingg nnorrmallly, wiithoutt coorrecctiionss). I've tried all of the fixes I can find on the internet, but it almost seems like an issue with my hard drive, which makes zero sense.
The hard drive I was using before it broke did not have this problem.

Is there any fix possible?

Press the Windows and "R" keys simultaneously, type "control main.cpl keyboard" into the "Run" box and click "OK"(don't forget the period between "main" and "cpl"). Click the "Speed" tab, move the "Repeat delay" slider one or two notches to the left and click "OK".

if you suspect a software / malware issue try booting from a flash drive and test first

Although I had your very same issue once , and yes it started after i had the laptop hardware toyed with some so it sent me into loops wondering and testing if its something i did wrong , finally i ordered a replacement keyboard from online it fixed the double keying , later on the new keyboard started double keying too , then i had it figured , its excessive heat , it can bust the keyboard knowing that it lay right above all inferno areas of the laptop , so this is actually how keyboards bust , they don't just go dead they start stuttering first , so you most probably need to clean or i would recommend replace the laptop fan as well which i did and i am currently on keyboard 3 and no problems so far (except that new ones are of lower quality than the original) .

P.S during my suffering i developed a tool using AutoHotKey scripting that works on discarding any additional key-presses input that are faster than human typing speed and it worked flawlessly but surprisingly not with games (i am not quite sure why but maybe its an anti-cheat thing so i had to disable it while running games) if your keyboard is a built-in and/or you need it let me know , might buy you time till you find a fix or buy a new

This is the first thing I tried, to no avail. I set it at -probably- every possible setting with no change.

You may have a stuck key. Try a USB keyboard, they the On Screen Keyboard. If it doesn't happen with those, then your internal keyboard needs to be replaced.

I apologize, I wasn't clear. The hard drive is from a laptop I used to have that did have this issue. This hard drive is now running my desktop, and again I am having this issue (with a USB keyboard, no internal one).

As I said, this was even happening when in the Windows 10 installer which I loaded onto a USB - aka before any programs were installed at all. And it did NOT happen when a different copy of Windows 10 was installed a few days prior on a different hard drive, and it didn't happen in the Ubuntu live USB, only once this hard drive from an old laptop was installed.
