My mainboard turns off my usb ports when i power off my computer

    As far as the jumpers go, your connecting the center pin with one of the two outside pins. You jumper pins 1 & 2 or 2 & 3. The little plastic jumper will only fit on two adjacent pins. Just don't leave it off, not connected. Or only connected to one pin. And only touch that one jumper. Just take not of what pins its on now so you can put it back the way it was if it doesn't do what you want. I would also switch off the power supply and or unplug it from the wall outlet while you do it. Just to be safe.

    I got a message from asus, saying that they recommend me this motherboard, which is way more than i would like to spend on a motherboard.

    That's ridiculous, you'd also need different processor and memory. A 1000+ bucks to serve as a battery charger ???

    Yes, i was thinking something similar. If i have to buy a new expensive motherboard just for that, i might as well buy a new computer instead. I guess there's no solution, other than buying a new motherboard?

    I think that's pretty normal on some motherboards and even laptops.

    But my old GA-P35-S3L (LGA 775 Motherboard) actually still has power on the USB Ports unless I plug off the power source.

    It's switchable / selectable with jumpers on my ASUS M4N68T-M V2 and M2N68-AM SE2. Both are old boards. I think my ASUS laptop has a USB 3 charge port but I never bothered to set it up or try to use it.
