I don't think any Windows setting is going to affect what the USB port does, power wise, when the PC is off? And by Off, I mean not in sleep or hibernation.

You may want to look for a setting in BIOS. See if you have something like USB Charging or something like that. I think @alphanumeric is correct in the OS wouldn't have anything to do with it when the computer is off. It would have to be a BIOS setting.

I have checked the bios already, theres no option like that.

My Toshiba laptop has the ability to turn what they call the 'sleep and charge' function on or off. Only one usb port has this feature. There is no bios or windows setting for this, it can only be controlled by a Toshiba-supplied utility, so I guess it's working directly on some register in the usb controller.

Asus have something similar for their notebooks, apparently. They call it USB Charger +. Does that give you any clues?

@Bree I only need one usb port to stay on, preferably one of the usb ports on the front of my computer.

As far as the usb charger feature goes, it seems to be charging usb devices quicker, which is nice i suppose, but not what i want. Correct me if im wrong?

I have also tried this program from asus, but it didnt solve the problem

Try Asus AI Charger from Asus Downloads from you motherboard's site, H81M-K Driver & Tools | Motherboards | ASUS Global
    .

It seems to be the same program you downloaded, but this one is for your chipset. If you look at the one you did download, it was tested with an AMD Chipset. Try the one for your chipset.
