Laptop won't print but PC will

I have an HP Officejet Pro 8610 which all of a sudden stopped taking print commands from my laptop. Oddly enough this isn't entirely true as if I reboot after the command is left sitting in the task bar it will print the order during the restart process. All this time I thought it was the printer and went through extensive trials and errors. My PC is having a problem also so wasn't able to try it (waiting for motherboard). I did manage to boot my PC (took forever) and print from both Windows 10 and a USB loaded Linux.
My laptop is a Dell Inspiron 15-5578
Afterthought: I have literally tried every solution to solve. I also restored a privious image by Acronis True Image; to a couple of months back when the printer was working, but no dice. I enter the print command and get the message "Printer is off line". Then as before it will print during the restart on reboot. I can communicate with the printer on the web.

This could be your laptop usb port physically damaged (try other devices or ports)
or needs driver update (re-install the chipset drivers from manufacturer)
or an aggressive power saving mode from your manufacturer energy management software turning off your usb port (try setting your power plan to high performance mode)
or windows force updating either your chipset or printer drivers by faulty ones which might explain why rolling back didn't help (set Control Panel > System Properties > Hardware > Device installation settings > off - this is however a Windows 10 Pro specific feature , if you are on home edition it wont work - then reinstall your printer and chipset drivers p.s keep track of drivers version numbers so to know if windows force updates them)

Ooops I guess I didn't state that the printer is wireless connected. I did try and hardwire network connect, but wouldn't work there either. On uninstalling HP software and re-installing it refused to install network; which is one reason I restored the previous image. Also I couldn't print from the the same USB loaded linux from the laptop where it would from the PC. So maybe Dell has loaded firmware that is affecting the print and network combination. Why does it print on restart?

If the printer is WIFI, is it using DHCP or a static IP address? If it is DHCP I would change it to a static IP address and then reinstall the drivers pointing to the new static IP address.

Temporary solution

1) Connect Printer to the computer that prints correctly - direct connect is better for this test.
2) On that computer mark printer as shared
3) On the other computer go to add printer and make it LOCAL ( I know it's a "network" but this poodlefakes the system and it will usually work). Connect to the printer on the other computer e.g \\stupidmachine\evensillierprinter and local port will be set automatically.

I've got a post somewhere (eons ago on the W7 forum on all the steps to do this). You'll have to search that forum -- same user id jimbo45

Note the other computer will have to be switched on though if you use this method so it's only a test to see if you can get printing on both machines.

After that you know it's probably then a driver problem -- wifi on printers can also sometimes be "dubious" -- better to use a LAN port (even on a wifi extender) for printers.

I had forgotten and went to change to Static and lo and behold I already had. So no I'm not DHCP. I don't know if changing the static address would help at all. Before I restored the image (mentioned on my first post here) I tried uninstalling and re-installing HP software, but it balked and halted on installing network so won't try that again.
One thing I have done is change the router end settings. The end was 192.168.1.254 and the printer is 192.168.1.205. I changed the router to 192.168.1.99.
