I couldn't roll back the drivers because it is on the microsoft drivers already. Tried uninstall the microsoft basic drivers, rebooted the computer then manually installed the intel graphics driver, installation went fine. Still no driver. I am really considering rolling back to the previous update when it seems 1803 doesn't take drivers .

exact same problem here. Both of my display adapters totally failed, night mode no longer works and I cannot change screen brightness. I rolled back to previous version and everything works fine.

I tried all the uninstall and install nonsense and nothing worked.

I had the same problem with my HP 450 G4.
I went back to ver. 1709. All ok!
I updated the graphic driver automatically to ver. 23.20.16.5018, did the the update to 1803 again - and now I can change the brightness of the screen using the right panel. And the yellow mark on the graphic board is disappeared.

If you have an HP laptop, you may need to install the HP system event utility for your device to get the fn keys to register properly.

There is another Windows feature that can impact the function of drivers.
This would be trial and error to see if it has had an impact:

That would be a HP driver not sure what HP uses might be "Hot Key" or something like that
