Have you tried rolling back the Bluetooth Driver to the previous version? If you go into Device Manager, and bring up your Bluetooth (or Bluetooth Radio) driver, click on the Driver tab. If the "Roll Back Driver" entry is live (not grayed-out) you can try reverting to the previous driver. This may fix your problems.

At this point, you might want to try uninstalling in Device Manager, and clicking the "Remove all software" link. This should remove any and all traces of the device for your system. Also, look in Programs and Files and see if there's anything Bluetooth related in there for it to uninstall (sometimes, adding a 3rd-party Bluetooth stack like Blue Soleil or CSR Bluetooth will actually install applications along with the drivers and it's hard to get completely rid of one without doing the same for the other).
When everything is gone, gone, gone, reboot your machine and see if the drivers come up after reboot. If not, visit the BT device maker's website and see if you can install the missing drivers from scratch.
Good luck! This is a PITA situation. Been there, done that, no fun at all.

I am having a similar problem and I have tried uninstalling the driver and loading the generic one but I get the same response when I run troubleshooter )"Check bluetooth radio status"; Fixed) and it happens if I run it twice in a row; Airplane Mode and all that is turned off and devices are paired. If I restart the PC, then my phone can connect to it and after awhile it will fail again.

Edit: Now I can't get a connection even after restarting PC.
