This bug exist only with intel usb 3 controllers. Usb 3 from nec and via works ok with same devices.
Also i found the the devices that have this bug is only the few that are usb3.0 but do not support the uasp protocol. (as i said only with the intel usb3.0 controller)

    Not true for me.
I have an Intel desktop that has onboard USB 3.0 & a Renesas (NEC) add-in PCI-e card. This issue happens with both.
If the USB 3.0 devices are attached 1st, a cold boot will recognize them properly. Sometimes a warm boot does the same.

Thanks for the heads-up here, folks. I'm seeing the same thing on my recently-upgraded 1809 systems. Very interesting!

I've done all that, too. I also made a comment on your web page.
It actually started with a CU for 1803.
This bug seems similar to the OfficeXP (Excel) crash. It appeared & few months later, disappeared. MS never acknowledged it's existence.

The USB 3.0 device is the one at the bottom of the list, Elements 25A1

A subsequent update fixed this; now it's broken again.
The same machine with Win7 works at 3.0 speeds.
