OK, we don't know exactly what the update did, but the PC is in fact booting normally, so it's not clear to me why we'd be using the boot commands to "fix" the master boot record and so forth. And while there is no "established fix", we do know that in similar cases (reported here and elsewhere) uninstalling a particular, recent update resolved the issue. So, given that the PC is booting normally and given that the uninstalling of a particular, recent update resolved the issue, it seems to me that the these other approaches are not especially apt. Perhaps I'm wrong about this, but I am reluctant to proceed with this course of action at this point. And I'm still not seeing the relevance of the "dism /image:c:\ /cleanup-image /revertpendingactions" command.

I am not following this discussion in detail, so maybe what I say is nonsense for you. I notice that the topic changes from difficulties in the bios screen to difficulties with a Windows update. I donot see why a Windows update caused your problems with mouse and keyboard when in the Bios. At my PC both are already activated during the Bios startup.
Once I had serious difficulties with booting, and I had to go to a repair shop. It turned out that the bios firmware was corrupted and they flashed a new -and even more recent- bios firmware. Thereafter, everything worked fine again.
The main problem from the beginning has been that my USB keyboard and mouse had suddenly become non-funtional. My problem accessing the BIOS was secondary and was resolved a few days ago. The main problem, which we now know is the result of a recent Windows update affecting me and many others, persists.
A Random thought, try plugging a second mouse into another USB port after the system is up and running.
