Then I have to agree with the others that the problem is mechanical: something that happened during the disassembly and reassembly. You will need to check everything carefully. Look for power headers installed reversed (rotated 180 degrees).
I didn't mess with the pwr or battery, I only took the fan out and clean it

And when you took the fan out to clean it, it had a 4 prong power header attached to the motherboard.
That is where the problem could lie.

So you are impling that I didn't plugged the cable back? I connected both of the fan cable back to the connector. Like I said in the test, when I unplug the right fan cable, the left fan is working, when I plugged back the right one, only the right one is working

I'm just trying to come up with ideas that might explain the symptoms, based on limited information.
I still don't know what the second fan is for.

The only thing that makes sense to me right now that would explain what you are describing is that the wires are somehow "crossed". If the left fan only works when the right is unplugged, what else could explain that?

For anyone else that is curious, this is what a 2-Fan ROG laptop looks like inside:

Apparently the CPU and GPU each have their own fan...

"How many fans are inside the GL502VS and which one is on the right hand side?"
    ...

"After a bit of investigation, I believe it's the GPU fan, as the CPU fan seems to be the one on the left"

(that thread might be worth a read, seems others have similar problem)

Looks like the gpu is the right side and cpu fan is left side. So gpu fan is on full blast while cpu fan is idle. Things to know, I disable window update with policy editor while ago, don't know if it matters.

Actually both fan are able to work at the same time, but seems like the gpu fan is on full blast all the time
