I assume this requires taking the unit out and apart to access the lens?
No Just requires opening the drive tray and removing any disk media. The Laser is clearly visible.

Have you tried uninstalling all of IDE ATA contollers and reinstalling them. Open Device Manager expand IDE ATA/ATPI controllers, right click on each controller listed and reboot the PC and let Windows reinstall. BTW looking at your Device Manager you appear to have a few controllers missing from the list.

Yes, I have tried uninstalling both the DVD/CD-ROM drives and the IDE ATA/ATAPI controllers from device manager and rebooting. Not sure which controllers you are suggesting are missing. Also cleaned the laser.

You are most likely correct. Kind of a shame though, this one is barely used even though I bought it 6 years ago.
