"Preparing Security Options" and freezing

All I know is what I have previous shown.
I.E. has cookies and Temp internet files in the picture and I haven't opened I.E. in weeks. I run Ccleaner a few times a day. Which means to me the cookies and Temp's keep coming back. Therefore I.E. is being used by Windows 10.

How can we do this? I thought Windows 10 just updates automatically in the background without user input?

Good question! Turns out there are various "tricks" to discourage Windows 10 from updating automatically. For Win10 Pro, Education and Enterprise, there are Group Policy settings to handle that, or options for deferring updates. Another "trick" is to set networking to metered so that WU won't consume presumably precious bandwidth for updates on its own. There are even methods for disabling WU altogether so it won't update on its own, or not without asking permission (See these TF tutorials: Enable or Disable Driver Updates in Windows Update and Enable or Disable Windows Update Automatic Updates).
