Slow boot/shutdown/restart after installing a USB 3.0 PCI-E card

I have a HP Z400 workstation which I bought in 2010. It supports a two-port USB 3.0 card which I had installed until recently. It was the one that HP recommended. However, it stopped working and I replaced it with a different one, specifically an Anker card.

I now have a problem because the PC is very slow when booting. The power button lights up, remains lit for 45 seconds to 1 minute and then the normal boot process begins. Logging on is also very slow. The same applies when shutting down or restarting. There is a very big delay.

Are there any suggestions as to how to cut down these delays?

What is connected to these two new ports? Does it boot normally if you disconnect items?

Thank you for suggestions. After removing the card the boot process was fast. There was no delay before the POST and the login screen came up quick. I should add that I am quite sure that the card was properly placed in the slot. I had removed it and placed it again, earlier, to make sure that it was properly set in the slot.

I have a 7-ports USB hub connected to one of the ports to which I conncted a webcam and two extrenal drives. On the other port I have another external drive directly connected to it.

Unfortunately I don't have spare slot to connect the card to it.

I an using Windows Fast Boot. I tried disabling it, but there was no difference.
According to my BIOS settings my SDD drive (C drive) has priority over other hard disk drives, then over USB.

A couple of things that may be important are: The Anker card has 2 USB ports, but also a 20-pin Connector (can expand another two USB 3.0 ports). The HP manual mentions that I could add a card supporting 2 USB 3.0 ports. I wonder if the additional feature is complicating things.

The other point is that the biggest delay that I notice is a black screen before the screen that comes up on boot that gives me the option to enter Setup or choose the boot order for the particular session. I wonder what the PC is doing at the very beginning, before the power on screen appears.

There is a small improvement. I removed the USB hub and the external disk from the two USB ports and the time taken after power on until the option to enter Setup or choose the boot order for the particular session, was shortened to about 40 seconds (from 1 minute). This compares to practically less than 3 seconds when I used the previous USB card which unfortunately doesn't work any more.

I notice that the box the card came in indicates that it is "Compatible with Windows XP / Vista / 7". Perhaps it doesn't work with Windows 10? The reviews on that page mention that it does work with Windows 10...

How could I check the id device in Windows?
