Slow boot/shutdown/restart after installing a USB 3.0 PCI-E card

I have sold the problem in a sideways fashion.
Just as I picked up the old card thinking about how to dispose it in an environmentally friendly fashion, I suddenly noticed that there was a 15-pin power connection slot on it. Then it dawned on me. A few weeks ago I was tinkering inside the PC case trying to repair a rear chassis fan problem. I remembered that I had removed the power cable from the SB card in order to have better access at the fan. I eventually replaced the fan about three weeks later. Guess what? I forgot to reinsert the power cable in the USB card and that's when the problems began and I thought that the card had failed.

By reinserting the original card and the power cable, the problem is solved.

However, the mystery as to why the Anker card is causing a delay at start up remains... May be it's not drawing enough current from the power supply. This card uses a four-pin connector.

I wonder why I have 2 Generic SuperSpeed USB Hubs.

Because the card has a second port that is not in use.

If it's current starved then it would not work at all or you may lose connected devices because of current starvation.

Either way, glad to see you have the old card working again.

Interestingly, apart from the delays that I mentioned earlier (mainly booting the PC and logging on to Windows), the external disks connected to the Anker card functioned with no visible problems.

If they ran off their own power supply then they don't draw much power from the USB. Was that the case ?

Yes, indeed. Both the USB hub and an external disk that I had connected to the two ports respectively ran off their own power supply.
