edit: It seems to have worked. Not sure yet. The spotlight image is a new one but it still doesn't ask me if I like it or not like it used to before 1709 build.
The 'do you like what you see?' is only shown when you actually lock the screen, either by leaving it until it locks automatically, or by using the WinKey+L. It doesn't ask you at boot or after a sign out.

I tried Brink's and 4 others and still spotlight will not function. Judging by the web, we are not the only ones.
I once broke my Spotlight by digging into the registry to try to 'un-like' a picture. An in-place repair install fixed it for me.

No. It isn't working on lockscreen via Win+L either. I might try that fix you posted later or I will wait for an update/fix from MS.

I did an upgrade with the tool and it did not fix the lock screen spotlight issue.
I was following the advice of a MS tech.

I came to report that spotlight changed the image today at boot. Then, I locked the screen to check again and it asked me if I liked it too. It works now. Seems like it took a day or so to work for some reason. Maybe there was an update. I'm not sure. Either way it works now.

Yes, I've found that too when I've had to reset it. It seems to take its time before downloading a fresh set of images. It won't work until it has downloaded some new ones. You can check on its progress by looking at its Assets folder where it keeps the images.

I really appreciate your keeping me informed. Sadly, my skill level is too low for that type of work. I guess I will have to live with it. Maybe the next update will have a fix.

It still seems to be working changing the picture occasionally but it stopped asking if I liked an image all together at the lock screen. It only asked once with one particular wallpaper. I think something got broken in Spotlight in the new build. They need to figure it out.

I reinstalled the OS to no avail.
Tried all the ticks. I did a macrium recovery of an image and it works, for now.
There is no doubt it is not worth pursuing as it is a damaged feature.

There has certainly been some work done on Spotlight for the new build. Changes for the better include....
...for the first time ever the Spotlight picture appears at boot up - previously it was always the default Windows picture...
...as I said in post #2, but those same changes seem to have made it (even more) fragile.
