The thread you linked to unfortunately does not solve the problem for me. I will try to better explain the issue that OP is having, which I believe is exactly like mine:
I set the Lockscreen via GPO by setting a registry key:
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Personalization
REG_SZ: LockScreenImage Value: C:\Windows\Web\Screen\defaultBackgroun0.jpg (this is a custom file I copy over during OSD)
I also set the following key which should disable the Lockscreen image on the logon screen, giving only the accent color:
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\System
REG_DWORD: DisableLogonBackgroundImage Value: 1
These settings should be for the SYSTEM as well as the user. So that when the computer boots up the default lockscreen image is now the one I set, and no image for the logon screen (user credentials prompt).
The problem is that when the system boots, the lockscreen is now just the accent color and so is the logon screen.
If I login, and lock the machine, the lockscreen image now shows up correctly and the logon page only has the accent color, which is what I want, but I want it for the system boot as well, just like in 1703 and 1607.
If I flip the value for DisableLogonBackgroundImage to 0 on reboot the Lockscreen image shows up, but now it ALSO shows up for the logon screen which I don't want.
I have tried the animate windows toggles in performance, I have deleted the folder under ProgramData\Microsoft\Windows\SystemData\S-1-5-18\ReadOnly\LockScreen_P
I have tried deleting the above registry from the thread linked in the two posts above, I have tried flipping to a different DEFAULT lockscreen image that comes with the OS nothing goes. The only thing I can think of is the fact that there is a registry key that is conflicting here...
I can't upgrade our work machines until I solve this....
1703 and 1607 worked without a problem, as soon as I upgraded my machine and two test machines to 1709 this became an issue

Basically identical to this scenario, they suggest flipping the toggle, but I do not want the logon screen to have the lockscreen image as its our company logo and it clashes terribly with those entry boxes.
