He's talking about Start10 by Stardock. It's a $5 program that allows you to change the start button and taskbar image as well with patterns or your own images. It's actually pretty cool.

Yeah it does rather stick out doesn't it?

Actually, they don't stick out: the brighter the taskbar gets the less the contrast becomes between the button text and the button background. In my case it's alright but it would be better if all the white things (start menu icon, search icon, button text, show hidden icons arrow) could be given a dark color. For users wanting an (almost) white taskbar it would be a must.

classic shell is a free start menu replacement app that allows color customisation of taskbar. Works great for me.
