Is there a "Windows Classic" theme (like 7 has)?

See the title. I found the old Windows 98 colors quite appealing to me. Both Windows XP and 7 had a 'Windows Classic' theme.. however I'm hearing 10 doesn't.
Surely it's got to be somewhere. Now I've also been told that I can customize the colors to be similar to it, but I haven't seen any videos showing me how to go about doing so.

If I could please be given some instructions on where to go (or a video explaining it), that would be great.

You may find the answer already there and things that may interest you.

Someone who's looked into this specifically may well advise further.
