Yes you can. Open Settings app (hold Windows key + I) > Choose Personalization > Choose Lock Screen > In the Background choice list choose Picture and navigate to the folder with the pic you want.

Sorry, but my friend says it takes some nasty hacking on sensitive system files, so we think it's very risky. We simply don't want to jeopardize your system.
Perhaps you wait for someone else to answer your post or search the Net to find 3rd party software that can do so.
