Change Desktop icon font color

I've tried the changing background to Orange, etc and it doesn't work for me. Somewhere, it was mentioned about changing to orange then changing back. Followed the procedure and it didn't work.Would like to change to black.

Pick a satisfactory color til it changes but, it probably won't stick when you change it back!

The only way I have found to change the font colors is with a pay for app called Desktop Icon Toy. But it works only on one of my 2 windows10 pc's.
