Cliff it can be done for Linux with GTK 3. It is just trying to find a theme that you can use on a Windows and a Ubuntu distri, that both are the same, which is the hard part.
I stay away from Chrome themes. I only use the desktop themes.
It would be nice if Microsoft would open up the GUI, to allow themes made by corporations or SOHO, for in house users.
Then the admin can lock down stuff in the theme.
I was thinking, maybe when Microsoft finally gets rid of ALL system32, and goes full WinRT, maybe, just maybe, real artist and theme designers could get the APIs and design themes and publish them in the Windows Store, somewhat like Noobs Lab does for Ubuntu & Linux Mint(GTK, GTK+, GTK 3, GTK2, Emerald, Gnome shell, and Cinnamon)Themes Collection for Ubuntu 14.10/13.10/12.10/12.04/Linux Mint (GTK + Gnome Shell + Cinnamon + Xfce) - NoobsLab | Ubuntu/Linux News, Reviews, Tutorials, Apps
Ummm, when I changed the background, they're so big that I can only see the chest of one; the rest is totally offscreen!

Edit: Whoops, it was set on Span! Sheesh, Fit works nicely. :)
Thanks! So much to learn.
