    I've tried it several times, I must go form jpg to png to ico, on the png > ico it always creates those bars, I don't know... a compression "thing"?
    my last try at it: Ten ico.ico and the png: Windows 10 Themes created by Ten Forums members-ten-png-2-.png

    The 'bars' indicate that it's a file, you can't remove them; they won't show when in use or when viewed.

    @Kari how did the last icon come out(post above) where I cropped it?
    @Edwin, What do you think of this: I'm going to create another account, say name it Themer, and use that one for when I go hacking/changing SySWOW64 and System32 .dll's and changing registry color values, so I won't corrupt my real account. I would probably use sandboxie or better yet Toolwiz Time Freeze as protection and test environment.

    It's OK, it is as Edwin mentioned that the bars are not shown when you use it as an icon.

    4. Sign out & back in.

    Note this will only apply to the one "Theme" you are currently using and not all themes system wide. So I recommend that you choose your background, cursor, and sounds, colors for taskbar et al..(basically your theme settings) then apply this reg file and then save your new theme in Control Panel > All Control Panel Items > Personalization.
    Do you have to use a high contrast theme or will it work with the default?

    It is only for the default(setting), but only for the one "theme" you create. When you choose, for example, one of the themes that come with 10 or any other theme, then it will go to the usual white & white again until you click the theme you created with these reg entries.
    I don't know if I'm explaining this right, so if you're not sure of what I mean, please say so:).
