Using HC to mimic classic themes would be the way to do it.

There is once a theme pack released that contained the old themes from Win98 for Win8.
Special Themes (AeroLite and High Contrast variations) - Page 2
And yes they do work in Win10.

From here you can easily build a Win2k theme. For sounds see next post.
The classic or the teal one look pretty much Win2k, with some additional color tweaks, or just like that, are acceptable already.

For the sound effects it's also possible: however, you'll need the (wav) files from Win2k. Then it's just a matter of saving the custom sound scheme and add it to your Win2k theme.

I found the sound files online. I already scanned before opening with Defender & MBAM.

Then go to settings app>>Personalization >> Related Setting >> Advanced Sound
It will open up the Sounds manager, and pick the event, browse to the new folder you created, then pick the event sound.
Be careful to make sure you save as(give it a name) when you're finished, or you may have to do it all over again when you change themes. Other wise you will only need to pick the name you gave it.

    Thank you Keith, Cliff!

Theme sleep-glitch / reset of background:
Have any of you noticed that by using any theme like this, with light non-white background (for instance see Task Manager in preview picture) and if the computer goes to sleep, the next thing after logging back in, the theme background is reset to white? The theme running will be "unsaved" now!

I didn't paid much attention to it the last time it happened but it can be reproduced by using sleep function.
It's the usual 10586.318 I'm running here but I doubt it's fixed in the next insiders: it might just be one of those system "healing" features, considered normal then. In this case any "unsafe" theme color contrast gets reset.

EDIT: This happens on normal and AeroLite themes as well.
