You can do the method which dalchina posted, and just replace the Windows 7 icons in the Icon Changer folder with your Vista ones.

This changes them for good, with no third party software required to run or even be installed once the change has been completed.

What and where is the icon changer folder??? Never heard of it and can't find it on my system.

It’s a small program you can download here.
Follow this thread for a tutorial on how to use it.

Alternatively if you send me your icons and a copy of your imageres.dll’s and I can compile you a package so you’ll just have to move them over and it’ll be done, but that’ll have to be tomorrow. Message me if you’d like to go that route.
