Missing Lockscreen setting icons and unfunctional spotlight lockscreen

I'm on Windows 10 pro, version 1607, and I have two problems, both of which I believe may be connected.
My lock screen spotlight image does not change every now and then; the lock screen spotlight functionality that changes the lock screen picture once every couple of days used to work, but is now stuck on this one image (of a viking helmet) for about 2 months.
As a result, I went to check the settings->Personalise->Lock screen option and discovered a second problem: there are 'x' marks on the settings "Choose an app to show detailed status", which I believe did not used to be the case. I believe these two problems are somehow related. I've added a screenshot of my settings. Additionally, the "preview", as shown in the screenshot, does not display anything.

Hi, can I guess that at some point you have disabled the lock screen?
Basic question: have you uninstalled any apps to which the X's would refer- and if not, are they working? (There should be 8 if you click a +)

It seems pretty much impossible to fully repair 'spotlight' once damaged. After disabling lock screen, I eventually realised when I enabled it again with spotlight 'Like what you see' was no longer displayed, and the picture wasn't changing.

Fiddling around, I now have a functional lock screen (Windows key + L) but the lock screen is often not displayed on resuming from sleep.

Like you, I have a preview for Picture, but grey for Spotlight.

    If you search for
    "Like what you see" missing
for example, you will find a good number of reports.

I've concluded the only likely way to repair this fully is either
    a. create another user (works for another account on my PC)
    b. try an in-place upgrade repair install

unless you have system restore points or an appropriate disk image.

@dalchina I don't think I ever disabled the lock screen spotlight option. The 4 'x' refer to system apps, namely calendar (x2), mail and weather. I never touched them. I do not have any system restore points roughly before the problem occurred. Strangely, the 'Like what you see' option occasionally comes up and one time when it did, I selected something like 'keep showing me these' or something similar.

I know this is an old thread but I had the exact same issue and was able to fix it - it was caused by Icaros Thumbnail provider. After uninstalling Icaros and clearing the thumbnail and icon caches, the wallpaper preview and app status icons appeared again
