How to disable snapping on Start Tiles or allow better placement?

I'm moving all of my game icons to the start tile screen. But I want to know is there a way to have a simple grid where it doesn't try to group them in blocks? For example, I have some misc software pinned as tiles that I'd like to place as a row along the bottom, but it will not let me. It wants everything spread across the center of the screen in blocks.

Is there a mod or setting to allow me to place them wherever I want? Really annoyed.

You know you can click and drag a tile to rearrange it within a group, but did you know if you pull it far enough out of a group and into an empty area it becomes a single tile in a new group? You can create multiple new groups in this way, with one or more tiles in each group. You can give each new group its own name, or leave the name blank if you wish.

Then you can rearrange the groups by clicking and dragging their titles. By splitting you 'misc apps' off into a group of their own you should be able to position the tiles more to your liking.

I understand how to do all of that. But I was looking for some kind of mod that allows those groups to be snapped to ANY place on the start screen. As it is now, you are limited to where you're allowed to snap them, even though there is plenty of space to do so. It just seems like a poor use of space and I'm looking to make the most of it.
