I also had the Spotlight problem, not working since the CU.
To resolve it, I changed the "Background" in the Lock Screen to Picture. Rebooted and changed it back to "Windows Spotlight".
My lock screen uses Windows Spotlight since then, and it's working as it supposed to be, changing the image every day.

Although the "Show lock screen background picture on the sign-in screen" is enabled the sign-in screen is stuck to the picture I changed to make the Windows Spotlight to work and never changes.

Looking around, I found that this picture is located in:
    C:\ProgramData\Microsoft\Windows\SystemData\S-1-5-18\ReadOnly\LockScreen_W folder.
It should be noted that, there are also two more folders LockScreen_X and LockScreen_Z who have one picture each, which seem to be the ones previously used as "Picture" in the Lock Screen setting.
I try deleting this folder to fix the problem (so Windows recreates it, upon restart with hopefully the current "Windows Spotlight" image, but it didn't. It recreated the one I deleted.)
Mind you that the current "Windows Spotlight" image is in "My User" folder:
    C:\ProgramData\Microsoft\Windows\SystemData\S-1-5-21-1406889123-3007147302-2813535181-1001\ReadOnly\LockScreen_O

    Any ideas?

And BTW neither the solution with the 'netsh winsock reset' command, nor Shawn's @Brink How to Reset and Re-register Windows Spotlight in Windows 10 fix this problem!

    - or use Winaero's free tweaker - with full explanation (expect it to do exactly the same as above)

Thanks a lot, for the suggestion, but I have already done what Shawn is saying in the recommended tutorial.
The sign-in (NOT the Lock screen) has the problem. The Lock screen works with Windows Spotlight, the sign-in doesn't.
And yes, I have "Animate windows when minimizing and maximizing" enabled. I toggled it to be sure and is enabled.
As for WinAero, I'll give it a try...although I don't believe it does anything else than Shawn's recommendation.

You are saying you want the login screen to look like the lock screen, aren't you?

The point of that tutorial is to make the login screen the same as the lock screen.

Yes that's exactly what I'm saying. But the lock screen has been set to "Windows Spotlight"...i.e. changing the image every day or so!
The login screen should also be "Windows Spotlight", but it isn't. It's stuck to an image other than the daily Windows Spotlight image...and this started after CU. Before CU both screens were working with the Windows Spotlight!

If you're saying yuo've followed the tutorial and the login screen is not displaying the same image, presumably something's broken in your user profile.

Try creating another user for test purposes and see what happens then.

Shawn's tutorial is not rocket science. It says a simple thing:

If you want both images, in lock and login screen, to be the same just enable "Show lock screen background picture on the sign-in screen", making sure that "Animate windows when minimizing and maximizing" in Visual effects is also enabled.

Since this was working before CU, either MS, once more, screwed up Windows Spotlight, or CU corrupted somehow my profile. The reason for not accepting -yet- the corruption possibility, is that nothing else seems to be broken, since July, when I updated to CU.

But as you suggested I'll create a new user to test it.

UPDATE: Nope new user, same issue. Lock screen on Windows Spotlight, sign-in screen the cave image!

I can confirm I have the CU and the lock screen and login screen are the same.
Sorry I can't help further with any simple fix.

Thanks a lot for your time!
Just one last question. Do you have the same screen by using "Windows Spotlight" or just a "picture"?

Windows behave differently depending on how you arrived at the sign in screen.

If you are signed in and lock the screen, either manually or by timeout, with "Show lock screen background picture on the sign-in screen" you should get exactly that - the Spotlight picture on the sign in screen.

At start up it's different, the sign in screen will be whatever is currently selected as 'Picture' on the lock screen settings of the last user to log in, even if you had Spotlight selected as the lock screen. By default this is the 'man cave' but you can set it to any picture you want. I've saved a favourite spotlight picture and set mine to use this.
