I found a solution. I deleted this registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\MyComputer\NameSpace\{F0D63F85-37EC-4097-B30D-61B4A8917118}.
This solution is definitely not original--I saw this online but I don't remember where and I didn't save the link.

Steps:
- Open regedit (Win+R, "regedit")
- Enter key in address bar
- Deprecate key
- Opt A. - delete
- Opt B. - rename something different (e.g. prefix with "_")
- Close and re-open to observe result

hmm, I have *17* copies of the darn folder, totally removed iCloud and they won't go away ... although now their icon is broken. Brand new install of Windows 10 and iTunes - it never worked, never got a single photo downloaded. Anyway I'd love to get rid of them!
I have no copies of that registry key.

I didn't have that one either.
I think iCloud is what's been making explorer insanely slow and constantly refreshing, since I killed it the problem seems to have gone away.
Now all I have to do is figure out how to kill all of the leftover crud it's scattered across 'Desktop'... really annoying their uninstaller doesn't work any better than the app!!
