    Hi geobbu. I had the same problem. Here is what I found:
    I think SOME of the files that you circled in your post live here:
    C:\Windows\Web\Screen

    But, in my case, I had selected a png photo file from my "Pictures" folder, and it was also displayed in the area that you circled in your post: Settings, Personalization, Lock Screen, Background = Picture, in the "choose your picture" area.

    For me, the photo I had selected from my "Pictures" folder would RANDOMLY display even though I had Background set to Windows Spotlight. Most of the time, I would see the Windows Spotlight photos, but sometimes I would see my old png photo.

    I had deleted my old png photo from the my Pictures folder. But it would still randomly appear.

    To solve my problem, I went to:
    Settings
    Personalization
    Lock Screen
    Background = Picture
    and in the "choose your picture" area, I clicked browse, navigated to C:\Windows\Web\Screen, and selected the other photos in that area. I kept selecting the other photos in that folder until my OLD photo was no longer displaying as one of the 5 photos in the area that you circled.

    It seems that the "choose your picture" area that you have circled in your post stores just 5 photos in memory. By selecting 5 other photos, it removed my OLD png photo from the list of 5 photos.

    This prevented my OLD png photo from displaying randomly. One of the 5 photos in the list may still display randomly, but I don't care. I just didn't want to see the OLD png photo anymore.

    Then, I set my Background to be Windows Spotlight again as follows:
    Settings
    Personalization
    Lock Screen
    Background = Windows Spotlight

    I know this is not exactly what you were looking for, but it worked for me.

    I wish I could find where Windows was storing a copy of my OLD png photo. But I could not find the location. It was not in any of these areas:
    C:\Windows\Web\Screen
    C:\Users\{your name}\AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Asset s
    C:\Windows\SystemResources\Windows.UI.Logon
    and I also searched for ".png" and ."jpg" as well as the name of the OLD png photo.

    The problem is, Windows stores/renames some images with file names like "59b646e7da5e705dc0c9f7e512a1d6a7ae2915e9144990a83943a2db822a33e2", and that makes it nearly impossible to locate the file.

    I also made sure that my options in File Explorer were set to display "hidden" files.
