You really should think about getting Macrium Reflect free and install it on your main computer, and then create the WinPE recovery disk (with which you can also create system images, although slower than when its installed) and make an image of Win10.

In order to run Macrium Reflect, you must have a system that has the following minimum system requirements:
- At least 512MB RAM (1GB min recommended)
- Windows XP Service Pack 3 or Windows Server 2003 Service Pack 2 or later
- A keyboard and mouse
To use the rescue media, you will need either a CD/DVD writing drive or USB pen drive.
Yeah I had a similar problem when I wanted to do an offline system file check(sfc /scannow) but you need admin privileges and so it wouldn't work from boot environment for me. Maybe there's a way around it, but I don't know it.
Could mean you need to reboot then if it's done so windows can make changes to files that are otherwise in use or are still being held in memory because they haven't "totally closed" like metro apps are only totally off when you drag them to the bottom in windows 8, where as clicking the [x] only closes the window and are just suspended.
